When the Indonesian nation proclaimed its independence on August 17, 1945, and the adoption of the 1945 Constitution on August 18, 1945, and the election of Soekarno and Hatta as the first President and Vice President of the Republic of Indonesia, juridically all regulations regarding the national education system were under the control of the Indonesian Government. The life of society, nation, and the state of Indonesia, which had been initiated and developed during the colonial era of the Dutch East Indies and Japan, became the essential capital for forming the Indonesian national education system and was related to elementary school education. The critical period of development of the Indonesian education system occurred in 1945 until the issuance of Law Number 20 of 2003 concerning the National Education System.
The primary school education (Sekolah Dasar/ SD) perspective has three laws regulating the National Education System. It consists of Law of the Republic of Indonesia Number 4 of 1950; Law of the Republic of Indonesia Number 22 of 1961; and Law of the Republic of Indonesia Number 2 of 1989. In 1945-1950, primary school education was included in the low level of education as the Sekolah Rakyat (SR) with a study period of six years. In the Law of the Republic of Indonesia, Number 4 of 1950 and Law of the Republic of Indonesia Number 22 of 1961, primary school education includes Sekolah Dasar (SD) and Madrasah Ibtidaiyah (MI) with six years of the study period. Meanwhile, according to Law Number 2 of 1989, the level of primary school education includes SD, MI, and Junior High School (SLTP) and Madrasah Tsanawiyah (MTs). Currently, primary school education is organized based on Law of the Republic of Indonesia Number 20 of 2003 concerning the National Education System.
In the Law of the Republic of Indonesia Number 20 of 2003 concerning the National Education System, it is outlined that:

The Preamble of the 1945 Constitution of the Republic of Indonesia mandates the Government to protect the entire Indonesian nation and all of Indonesia's bloodshed and promote public welfare, the nation's intellectual life, and participate in implementing world order based on freedom, eternal peace, and social justice.

The 1945 Constitution of the Republic of Indonesia mandates the Government to strive for and implement a national education system that enhances faith and devotion to God Almighty and noble morals to educate the nation's life as regulated by Law.

The national education system must guarantee equal education opportunities, improve the quality and relevance, and efficiency of education management to face challenges in local, national, and global life so that it is necessary to carry out educational reforms in a planned, directed, and sustainable manner.
Therefore, Pancasila and the 1945 Constitution of the Republic of Indonesia became the basis of the national education system (Article 2 Law of the Republic of Indonesia Number 20 of 2003). So that national education, including education in SD / MI, must be entirely based on the ideals, values, concepts, and morals contained in the part of the fourth paragraph of the 1945 Constitution Preamble to educate the nation's life. Based on that, experts in Primary Education (Sekolah Dasar/SD) and Islamic Primary Education (Madrasah Ibtidaiyah/MI) for the Ministry of Religion are needed to realize Primary Education quality expectations as stated in the Law.
